Perrin Barlow died in July 2002 in a flat in Plymouth, Devon,
after he had appeared unwell and was vomiting.
Perrin Barlow never stood a chance the second he was conceived,
being born into the world with the possibility of being raised by his drug addicted mother. Perrin
was the youngest of the five children which Stephanie bore. Perrin's father, Peter Barlow, died in a
road accident before he was born.His mother Stephanie Horrocks and her partner Mark McAndrew, who
was not the baby's natural father, were told to take him to hospital.But they ignored the advice and
baby Perrin was found cold and blue with no pulse in the flat later that evening, the inquest
heard.The inquest was told that both McAndrew and Horrocks were addicted to heroin and that in the
months leading up to Perrin's death they ignored advice from doctors and health visitors to take him
to hospital as he was underweight and dehydrated.His mother Stephanie Horrocks and her partner Mark
McAndrew admitted child cruelty in 2004.
Horrocks was sentenced to two years in jail and McAndrew to 15 months. The mother was found dead
four days later.
Stephanie Horrocks and her new boyfriend Mark McAndrew were raising the children, but how they were
being raised was always in question. On there CPS there were 39 recommendations for the children to
be removed. These recommendations were ignored. They found their living conditions is "acceptable."
On the 17th July 2002 Perrin died of dehydration and bronchopneumonia, this would have been a
painful experience for Perrin and there is no way that Horrocks could have not known. She also had a
fifth baby who was taken away straight after birth which was found to be fathered by Mark Mc
Andrew.
